During the final 12 hours, you can still cancel individual BIDS, even though you can't end the auction itself early (except to sell to the current high bidder). So it's not necessary to outbid the original bidder; just cancel her bid. You can use this form: http://offer.ebay.com/ws/eBayISAPI.dll?CancelBidShow

Note that the seller isn’t obligated to let you cancel it. The rules also change a bit when less than 12 hours of an auction remains. If you place a bid on an item in an auction that ends in less than 12 hours, you only have one hour to retract your bid. If you wait more than an hour, you won’t be able to cancel it.

If a bid is retracted or canceled when the auction has more than 12 hours left, then ALL of the bids placed by that bidder will disappear. They can re-bid if they want to (unless you have put them on your blocked bidder list). http://offer.ebay.com/ws/eBayISAPI.dll?CancelBidShow. Message 4 of 4.

06-04-2014 01:02 PM. There is no fee to cancel a fixed price listing or an auction-format listing that has not received any bids. If an auction has bids but has more than 12 hours left you can end it early, but you will pay the same final value fee (i..e, 10%) whether you choose to sell to the curent high bidder or cancel the bids and end with no sale.

The fee was 10% or $15. of the bid price which was around $150.. CSR told me I have to cancel all bids first to not get charged this fee/penalty. When cancelling the auction I was asked do you want to cancel all the bids and end the auction. Which I answered yes too. Bids were cancelled first and the auction was at $0.00. and then ended.

If you see a pattern of a seller cancelling and relisting when the "current bid" is low just before the 12 hour deadline for doing so but letting it run if the current bid is higher, use the "Report item" link to the right of the Description etc. tabs to report for Listing practices: Avoiding eBay fees: Avoiding reserve fees.
