The message says that Exchange will try again to deliver the message. Email servers do go down and mostly they come back up again. That said, Exchange only generates this message after it has been trying to deliver the message for a day, so it may be wise to investigate.

Jun 25, 2013 · I got that "Delivery delayed, you do NOT need to resend e-mail." This is all well and good, but I'd like to know, will I receive a Delivery notification status when the message finally arrives? It's a rather urgent e-mail, to a foreign body, so I can't necessarily call them. -Peter Shaw. Did you request a delivery receipt when you sent the message?

To access these settings in Exchange 2003, open System Manager and navigate to Servers – Your Mail Server’s Name – Protocols – SMTP.
