Aug 16, 2012 · I was working on an SBS 2003 server that had e-mails for one user that would not deliver. They were stuck in the Local Delivery Queue in Exchange 2003 in a retry state. I tried to force connection, but they would never budge.

Jul 30, 2013 · luckily we were able to restore the exchange server and it worked fine until this morning. all of a sudden all inbound messages started getting stuck in the "local delivery" queue. all outbound mail seems to pass through without a problem.

This morning I looked at the Exchange Server's Queue and saw at least 35 message stuck in Local Deliver folder. The number of emails stuck in the Queue varies, however. The event viewer does not show any errors related to exchange.
