A physicians strike is a powerful thing, and when 36 hour shifts are a thing? It is long over due. Yes, people would die. Yes, people are dying that shouldn't because their doctor is on a 36 hour shift regularly and is probably way over fatigued if not mentally ill from not sleeping nearly enough. The whole work-hour rules thing is based on self-reporting. If you are taking call inside the hospital, then yes, the hours count towards the 80 hours. If you are taking call from home, then the hours do not count.
