With the PRI I think you need to add checks next to Display IE Delivery and Send Extyra Leading Character in Display depending on the PRI your phone company uses. You can also debug your gateways to see if callerid is coming in.

Oct 14, 2013 · CUCM - Inbound Caller ID Name Display. You cannot do that natively in CUCM. The caller name has to be provided by the telco. The only alternative to that is to use TCL script that will do a lookup on the gateway. You can contact Paolo Bevilacqua. He has a "number to name" script that does this on the gateway.

The same command should be applied on the terminating gateway in order to decode the Facility IE value as calling name and send the displayed text to the phone (in case of CME) or to CUCM. Else, Facility IE will be forwarded without decode (raw value) and the calling name won’t be displayed since Facility IE isn’t recognized by phone or CUCM.
