Oct 27, 2010 · When you enable the Do not deliver before option to defer the delivery of a message, the message is deferred to the local Outbox, not to the server. Therefore, the message will not be delivered from the local .ost file unless Outlook is running when the message is scheduled to be delivered.

Few things, this rule would be client side rule. Users might need to be on Cached Mode. This would not work on OWA (no option there) As per a article below, it is not possible to deploy/force rules via Group Policies.
