I did talk to the neighbor about 4 times over this, informed him i can't study or sleep but he was quite aggressive and reiterated the Chicago noise ordinance to me and that he was not playing loud. So basically knows exactly what he's doing and on purpose, it's really a shame that people have become this inconsiderate.
