Mar 25, 2007 · You need not contact Clearance Delivery at a Class D airport. The only reason you have to contact CD at a Class C or B airport is because you need a transponder code and clearance to enter the airspace. By contacting CD at a Class C or B airport, you obtain those two things.

I’m based at KAUS, which is Class C with a clearance delivery freq. the ATIS makes it clear that both VFR and IFR flights are to contact clearance before taxi to get a squawk code and departure frequency.
