the difference is, in your second call, the forwarded call. you are sending '1234" as the redirected number to your provider. (obvisouly not happening in your first call). you might want to go to the gateway in CUCM that sends the call to PSTN and uncheck: "Redirecting Number IE delivery - outbound"
