I've never heard of a power bank with enough wattage to charge a laptop that doesn't support USB Power Delivery. But I don't think it would damage the laptop because the system won't start charging via USB-C until it completes a USB Power Delivery negotiation, so if the source doesn't support it, then the system should simply ignore it.

Jan 24, 2018 · But if apple can allow this with their battery, I see no reason why laptop makers cannot permit slow charging via the USB-C port, even if it is slower than the wall charger. I believe that chromebook pixel 2015, a higher power device, can also charge with most usb-c chargers, including phone ones (if slower).

An XPS 15 requires a charger that supports the USB-PD (Power Delivery) spec and offers at least 60W of power. Your phone charger is probably just a regular non-PD charger that happens to use a Type-C connector but offers no actual charging capabilities beyond a typical regular USB charger, which means it probably only provides 5-18W of power.
