Peak time is 5PM-7PM and the fee for Peak time is higher. however once you are Aat Burj Khalifa Observation deck, there is no time limit to stay. So you can even go in off peak time (say 4PM) and stay till 7 Pm to enjoy the night view. But yes there is nthng much to do, so killing 3 hrs there can be difficult.
