Powder straight onto unprepared steel won't last, and will not adhere well. Welding after coating will destroy the coating in the area of the weld and for perhaps half and inch in every direction of the weld. You can repair this, depending on the original coating system, but the repair will not be as good as the original.

Then just burn the powder coat away with the tig torch, brush the burned coating away with a wire brush and then proceed to weld. Finally a little wire brush and maybe some light sanding will be all the prep that is needed to recoat.

When I had picked up the bumper from the powder coater the guy that did it said he had been worried about the JB weld and had thus "cooked" the powdercoat at a lower temperature for longer. This has obviously resulted in a poor powdercoat job - it's cracking off at the slightest touch. Obviously a do-over is required.
