If you just want to test it in se37, you have to keep a break point in the WS_DELIVERY_UPDATE_2 fm, and give the value of COMMIT = 'X' in debugging. If you want to do the same in a program, you have to cal the fm: bapi_transaction_commit after the call to the BAPI_OUTB_DELIVERY_CONFIRM_DEC bapi.
